International business development professional with strong expertise in commercial strategy and cross-cultural project management. With over six years of experience supporting companies in their international expansion across Canada, Quentin specializes in identifying market opportunities, structuring and negotiating strategic partnerships, and deploying solutions tailored to local market requirements. Prior to joining Adexia, he led business development activities in Canada for a French technology company, where he spent two years supporting the deployment of remote photographic and timelapse monitoring solutions on major engineering and infrastructure projects.

Jonathan Hebert , Regional Outreach Officer, Procurement Assistance Canada (PAC) Atlantic Region

Jonathan Hebert lives and grew up in Halifax, Nova Scotia where he works as an Outreach Officer with Public Services and Procurement Canada (PSPC) Atlantic region, assisting businesses and helping to diversify Canada's supply chain on the Procurement Assistance Canada team. He also helps promote the Innovation in Defence Excellence and Security (IDEaS) funding program that provides innovation funding to Canadian businesses, academic institutions, and researchers. His 21-year career in government has included roles in Ottawa, Halifax, and France where he has worked with the House of Commons, the Library of Parliament, Veterans Affairs Canada, the Canadian Coast Guard, and now PSPC. He graduated from the University of Ottawa with a Bachelor of Music Education Degree in 2008. In 2025 Jonathan was awarded the King Charles III Coronation Medal for having made a significant contribution to Canada. Jonathan also serves as the Curling Director on the volunteer Board of Directors at the Mayflower Curling Club in Timberlea, NS.

Stephane Mignon , Project Engineering Director & EJV Director

Mr. Stephane Mignon is a recognized leader with a demonstrated track record of delivering large projects in the rail industry. Stephane graduated in France both in aerospace engineering and management and gained his expertise while being in charge of critical projects at Alstom Transport, in France and then in Canada, dealing with complex customers such as RATP and SNCF, and at Canadian National, where he designed the strategy and built the team to demonstrate the interoperability of the automatic train protection system required for all train operations in the USA. In 2019, Stephane joined AtkinsRéalis (former SNC Lavalin), to lead the delivery of the systems design on the REM project, a multi-billion rail infrastructure project in Montreal till the revenue service of the first segment in July 2023. Then, he took the role of Project Director, managing the engineering joint venture composed of AtkinsRealis and Aecom that delivers the whole REM systems, architecture and infrastructure design, successfully leading the group to the revenue service of the second and largest segment of the project in November 2025. In January 2026, Stephane joined AtkinsRealis USA in a leadership role on Rail and Transit major projects
